Declan O'Scanlon Fending Off 13th District Primary Challenge

O'Scanlon, who represents Monmouth County with Amy Handlin, is facing a primary fight from conservative candidates.

Assemblyman Declan O'Scanlon (R-Little Silver) is running on his record as a property tax reformer as he faces a primary battle on Tuesday.

O'Scanlon, 49, and fellow 13th Legislative District Assemblywoman Amy H. Handlin are running against Republican challengers Stephen J. Boracchia and Edna Walsh.

O'Scanlon has represented the 13th Legislative District since Jan. 10, 2012. He served in 12th Legislative District from Jan. 8, 2008 to Jan. 9, 2012 and made the change because of redistricting.

O'Scanlon currently serves as the lead on the Assembly Budget Committee and is also on the Budget Oversight Committee. He has previously served as the Assembly's Republican Policy Co-Chair and Assistant Republican Whip.

He has sponsored several bills, including the 2 percent property tax cap reform.

"We passed the 2 percent property tax cap reform," O'Scanlon said. "It's very different than previous attempts to at capping property taxes. It was the single greatest transfer of taxing and spending power from Trenton politicians to local elected officials and taxpayers."

O'Scanlon said if reelected, he would continue working on several bills and improving issues throughout the area and state.

"We have a very good sick leave reform bill, we still have to deal with funding and operating schools and there is continued work that needs to be done on the state budget," O'Scanlon said. "There are also transportation and highway safety issues that need to be worked out."

O'Scanlon said he is also "unquestionably against" red light cameras and would continue to oppose them if reelected.

He graduated from Monmouth University with a B.A. in Psychology in 1986 and and a B.S. from Monmouth University in finance.

O'Scanlon lives in Little Silver and served on the Little Silver Council from 1994-2007. He also served as the Little Silver Police Commissioner.

He is the chief executive officer of FSD Enterprises L.L.C., a wireless telecommunications consulting firm.
