Contractor Admits to Post-Sandy Fraud in Monmouth Beach Roofing Work

Shane Wood provided false insurance documents, was unregistered

A man admitted Monday that he provided a fraudulent insurance certificate and worked as an unregistered contractor in Monmouth Beach in the aftermath of Hurricane Sandy, despite state authorities revoking his registration, Acting Monmouth County Prosecutor Christopher J. Gramiccioni announced.

Shane “Shaine” Wood, 49, of the 200 block of Sharon Drive in Toms River, pleaded guilty to fourth degree charges of uttering a forged instrument and failure to register with the state Division of Consumer Affairs before Monmouth County Superior Court Judge Ronald Lee Reisner.

Wood is scheduled for sentencing on Feb. 21, when prosecutors will recommend a probationary sentence conditioned upon 364 days in the Monmouth County Correctional Institution.

Wood was arrested in July after an investigation by the Superstorm Sandy Fraud Task Force revealed he sub-contracted with a general contractor to perform roof repair work on a Monmouth Beach property in late-January 2013 as the principal of Reliable Roofing and Siding, according to the prosecutor's office.

The general contractor required Wood’s Reliable Roofing and Siding to provide a Certificate of Liability Insurance reflecting Wood’s company was covered for New Jersey workers’ compensation insurance.

Wood, authorities said, transmitted a document purporting to reflect Reliable Roofing and Siding was covered by the John Hill Insurance Company, but the document Wood supplied was deemed fraudulent by the insurance company.

The general contractor then contacted the Superstorm Sandy Fraud Task Force prompting the criminal investigation.
