Sandy Cleanup Firm Under Scrutiny; Payroll Includes Ocean County GOP Chair

Those paid by Florida-based AshBritt, which got a contract for up to $100 million to clean up after natural disasters, includes George Gilmore, the GOP chairman

 

A contract that could pay a politically connected company up to $100 million to clean up after Hurricane Sandy and other natural disasters has come under scrutiny, the Star-Ledger is reporting.

Those paid by Florida-based AshBritt include George Gilmore, the  Republican chairman of Ocean County; Maggie Moran, a former top aide to Gov. Jon Corzine whose husband is the mayor of Belmar; and Kris Kolluri, a New Jersey lobbyist and former head of the state Department of Transportation under Corzine, according to the newspaper.

Gilmore confirmed to the newspaper that he was hired by AshBritt, but declined to say whether he has a conflict of interest because of his role as attorney for towns, such as Seaside Heights and Jackson, that hired the company.

Gilmore's firm also represents Brick Township, which hired AshBritt.

Last month, Ocean County officials said the hiring of the Florida-based firm for debris removal was legal and necessary for a quick response in the weeks after Hurricane Sandy.

Responding to comments from Gary Black of Jackson, who claimed an article in the Star-Ledger of Newark criticized Ocean County's involvement with AshBritt, a debris removal firm hired by the state, the Ocean County Board of Freeholders said the county was piggybacking on the state's contract.

The exchange took place at a Jan. 16 meeting of the Ocean County Board of Chosen Freeholders.

"Under state law, counties may use contracts the state has in place," Freeholder Gerry P. Little said in response to Black's comments.

That Ledger article, accessible here,  suggested the company and the state exploited political ties and distress over the storm to gain municipal clients. Ocean County was only briefly mentioned as one of its clients.

In an email entitled "AshBritt Had Extensive Experience And Unique Capabilities To Respond To Major Disasters," Gov. Chris Christie's office responded Tuesday that AshBritt is a "national, rapid-response natural disaster recovery company well tested in marshaling extensive resources quickly to remove massive amounts of debris from communities that have been impacted by natural disaster."

"AshBritt is currently overseeing and coordinating 83 subcontractors in New Jersey for cleanup work – 71 percent (59) of which are all New Jersey companies," the email said.

The governor's office also says the contract was competitively bid, saying AshBritt was retained by the state on Oct. 31, 2013, via an existing competitively bid contract in Connecticut. "It was made available as one option among others for municipalities - many of which chose other available contractors, chose to use municipal resources, or both," the email said.

"Having AshBritt allowed New Jersey to make available as an option a previously procured, competitively bid contract for disaster management and debris removal services in the immediate aftermath of the storm," according to the email.

AshBritt has made billions of dollars by persuading states to sign lucrative "disaster recovery" deals that allow it unequaled access to local officials in a crisis, according to the Star-Ledger.

The company markets itself as an agency with the skill and connections needed to help embattled towns get the maximum reimbursements from the Federal Emergency Management Agency after a disaster, according to the newspaper.

It offers towns and counties one-stop shopping: Pay us up front and we’ll hire the contractors to clear your streets and haul away the debris. And then we’ll take care of the bureaucracy to make sure you get the most money possible back from FEMA, according to the Star-Ledger.

AshBritt’s critics say the company artificially drives up costs and takes advantage of officials who are intimidated by Washington bureaucracy. But Jared Moskowitz, the company’s general counsel and a state representative in Florida, told the Ledger that such talk is "rumor and innuendo." He said about 70 percent of the contractors hired by AshBritt are from New Jersey.

So far, 43 municipalities that sustained significant damage have hired AshBritt. The state contract allows the towns to hire AshBritt without bidding out the work and frees them of some environmental regulations, the Ledger states.

Local mayors who have used the company say they had little time to search on their own, according to newspaper, and welcomed AshBritt. Toms River Mayor Thomas Kelaher told the Ledger: "They’re doing an absolutely outstanding job. . . . They work from the minute the sun comes up to the minute the sun sets.

A Dec. 6 news release from Toms River describes AshBritt as a "FEMA-approved" contractor. Asked about the Toms River statement, Albert Pillot, a spokesman with FEMA, said, "FEMA does not endorse, approve or recommend any contractors," according to the newspaper.

One is just the spouse of the Mayor and the other is the FORMER head of transportation so technically although they have connections they are not doing this while feeding at the taxpayer trough like Gilmore. This is BAD BUSINESS with BAD PRESS. The politicians and appointees have no business being compensated one dime for any payments to be made for clean-up efforts. That is so wrong and so unacceptable to all of us. The politicians and appointees are in positions of power, but have NOTHING to do with the actual work involved. What a waste and what a sham. They're hands don't even get dirty --- they just get "greased". AshBritt should be REMOVED as a contractor --- let's "clean up" the act before we "Restore the Shore".

It seems like a regular thing with the County Freeholders and State Of Rip Off (New Jersey) More money going in the pockets of friends or family of our Politicians, No bid contracts should not be allowed but only in New Jersey and Ocean County, Everywhere else or anything else has to go out for bids. based was provided waivers on business and environmental regulations,

Heard that some file the necessary paperwork weeks ago and nothing
has arrived $$$$$
Money and the Ocean County Republicans could care less about
the residents ... current seated Stafford mayor and council are a solid
partisan group ... the empty words and tears are all you will get.
As said "watch what you wish for?" Referring the November 2012
municipal partisan election.
I was told a class-action law suit should be in order ... the nearly
3,000 Beach Have West home owners should be getting a formal
organization together ... the very few who speak out will have NO
effect on who's sitting on the Stafford Council ...
Gilmore's response was that he had signed a privacy clause in the
dealings with AshBritt, as a paid ???
Christie and Gilmore are tied at the hip.

I asked to see all of the employee names and hours put in by our local civil servants for work done in our area and submitted to Fema for reimbursement. Of course that never happened but I felt and still do feel strongly that people living in these areas should have been required to sign time sheets or whatever to indicate that the hours for work covered labor actually done.

I kept reading about how town employees were dropping dead of overwork on Good Luck Point and it just didn't add up with what I had been seeing out of my windows. They even mentioned they worked Thanksgiving day out here and believe me very few folks were around and I knew every one of them because they are my neighbors. No garbage or debris trash removal or even brown can pick up was going on at all.

Businesses don't run this way and we are letting government at all levels just submit things in our name that quite possibly do not reflect reality. And as a response to those articles about civil "servants" being exhausted from working in these areas, all sorts of replies to the Patch made we who had been hit huge jackpot winners because it sounded as if we were getting much more than our due.

Couldn't be further from the truth. We've had to fight for every bit of the just minimal sanitation help we could get. And that is all we have received. No jackpots out here.

yes iI know people who work for the BTPW and they were putting in14 hours 7 days a week on clean up until FEMA stepped in. They were heartbroken when they had to remove things that were in their neighbors lives for along time. They did work hard, so do not put them down!!! Same in Toms River.

I hope the amount is published. On a side note I want to see what TR does with the property tax bill on the riverfront castle he has been building piece meal the past 3 years. Just look at the materials used to build the home and you know he is dumping "hiding" millions in that house.

Guess 100 million dollars in expenditures for the clean up is more important then restoring our neighbor's homes and properties. How much can a clean up cost if Toms River only got $52k for property loss on the barrier islands...

This was a money making deal for all politicians and the contractors. Why in hell would you take all the debri and pile it in several locations and then reload it into the trucks again to only take it to the landfil when it should have been taken there on the first load. Instead of letting the scrappers go in and take all the metal or the towns taking it to the recycling centers they just made excuse after excuse why they could not do it the right way the first time. They piled it in lots all over the towns hit by sandy where toxic waste drained into the soils where people will soon be walking, playing and walking animals. They created another reason why they have to raise the prices by doing this. This reminds of when Berkeley township took soil from the old landfill in the back of there yard and dumped it at Al Liter ball field where kids now play. They never even tested the soil to see if it was safe to use. Barnegat saved thousands of dollars by letting scrappers come in and take anything they can recycle and take it away. They never even stopped anybody by doing this knowing it was saving them thousands of dollars in dumping fees. Unlike seaside and other towns who stopped them and fined them and locked them up for making an honest dollar in the economy we are in know. Know Governor Christie Cream wants to reopen Seaside this spring with hundreds of calls for gas leaks and electrical problems. Get a scanner and listen from sun light to sun fall on the calls coming in..

I will be the lone voice to say that I'm glad that they came in and hauled away all of the debris in front of people's homes. Yep, Gilmore had his hand in the cookie jar. He just can't seem to help himself. But, I don't have a problem with it being a FL company. When I think of hurricane disasters, I figure that FL companies have a lot of experience. It's a management company, and they're using 71% NJ contractors. Works for me. We had a mess in PPB, and before Ashbritt was hired, one of our Councilman actually suggested that the residents go out to the curb and segregate their garbage. Yeah, that's what people who just had to put all of their lives' belongings on the curb wanted to do. Know how most people have been choosing contractors? By word of mouth. If your neighbor uses them, and your neighbor is happy, then you often choose them too. I figure it's the same thing with this type of disaster, and I read that Ashbritt was recommended by a Southern State governor (might've been Louisiana?) Allowing people to garbage pick might've cut down on the garbage in the dump, but it also opened towns up to people coming into the town, and many residents didn't like to see people picking through their personal belongings. As for contamination, was it better to leave that garbage on residential properties for longer periods? Second-guessing is what leads to delays, and we can't afford any more delays. If you want to replace Ashbritt, fine, but get the job done quickly.

Nick, I was allowed to remove the metal from in front of homes after the storm and the people loved it because they did not want it sitting there and they were even taking my number so friends could call me and come get it and anything else I wanted. And those that did not want me to take it was respected and left alone. About the contamination I am saying when the stuff is in front of the home it was properly bagged and set on the curb. The politically hired contractors removed the stuff taking it different locations and piled in lots and parking lots where a dozer ran it over repeatedly and piling it higher and higher causing the paints and other contaminits to open and run in soil. This stuff could have been taken to the landfill and properly dumped there in piles and sorted if they wanted to and then buried. It would have been moved once instead of now twice making the cost reasonable and affective for all. I am glad they removed it fast but do it the right way the first time instead of bleeding the taxpayers out of there money. Now all the contamination will be where the kids and others will once walk and play causing exposure for illnesses or worse.... You must think safety for all and not put the residents at risk.....

The freeholder wants to dump 5 million into berkely park . The amount is rediculous . This is something we can wait for maybe 8 years like people on the gulf coast who still are not back to normal. Where are the barges in the bay for clean up . has any one seen them. Mark my words we will have a storm and because Christie will drop the ball and everyone will be flooded again. Oh yeah has any one out there seen their taxes go down or has the Gov done anything to save you money. When you call his office they play the blame game on the last Gov. My taxes have gone up every year he has been in office and not to mention the tolls. Wouldn't it be nice if he would give people a break on tolls when they go to work since it is the only major road to the north. They do this in NY.

So who is the US Attorney of NJ now. Maybe he needs to look and see who is on the other side of the fence. Hmmm, and that brings to mind a statement made regards the Bid Rig indictments. Political boss George Gilmore says (I wont us quotation marks, but something like) - thank God we don't have those problems here in Ocean County! Hmm. Oh wait, its not the municipalities problem we relied on the County, and they say - oh wait its not our problem we relied on the state contract. They all seem to know nottin, and as always it ends up the taxpayers problem..so sad.

We should be reviewing, monitoring and auditing government contracts each step of the way! Not AFTER the costs over-run, BEFORE they get a chance to!
...and please, No "Well, it's the crooked politicians" or "You can thank Christie for that!" or "It's those damm Republicans (or Democrats)!". Those answers don't explain a thing! This is so simple it's sickening! Cost Control 101. You select the lowest "qualified" bidder; you sign a contract; and you MONITOR the work, TRACK the loads; REVIEW & SCRUTINIZE the invoices. WTF is so damm difficult?!!! I did it on a $650M contract. It came in under budget and on-time! This isn't only at the state level, it's at EVERY level of goverment!!!!

As I told Keith I had hundreds of tapes about the corruption in Berkeley Township I find it is time to let them go. Yes it is time to upload all tapes 2 at a time for as many days to do all. Please this goes on and on with each tape i release. There is nasty language and cursing so please forgive me. But when you do this it must be done knowing thats going to happen. Even the prosecutors who said they wanted the tape and was investigating it then told me they decided not to because the higher politicians said not to because it will cause people to be locked up. The Record-Star Ledger 0302-2013 - Probe to follow report that AshBritt hired felon's
unregistered company. "the state agency that regulates waste transporters and is charged with keeping criminal elements out -- said has started its own probe into whether the hauler inappropriately used another company's credentials to gain access to restricted dumping sites."
Both actions were in response to a report in the Record yesterday that the trucking company, Ace Materials was paid $250,000 by a disaster recovery company chosen by the Sandy clean up ... AshBritt a Florida company hired more than 100 subcontractors to do the bulk of the cleanup work.
The article goes on to report Ace worked directly for AshBritt but never registered with state or applied for decals through AshBritt... Instead it used decals from another licensed license holder Central Jersey Waste & Recycling. "Central Jersey is owned by Frank Fiumerfreddo, Jr hose father was booted from the industry for life, after pleading guilty in the 1990's to corruption charges."
Frank Fiumefreddo Senior was a one-time member of the GAMBINO criime family
and controlled Central Jersey Waste after his son bought it in 2003 through a consulting arrangement that hid his interest in the company.
Lawyers for Fiumefreddo and son said there was never an attempt to hide information ... denied the elder was associated with organized crime.

It's time for the "PEOPLE" to start campaigning against the corrupt, and for the "PEOPLE" to run for office! The offenders sit an laugh because they know right now the "PEOPLE" haven't truly acted out of fear, or laziness.The work that must be accomplished goes beyond a vote about who knows who, or who piles on better.It's time the community started to be a voice and truly take their community back!!
